Only United States Soccer Federation approved Referees are utilized.

 

COACHING

USSSA Soccer encourages all Soccer Coaches to obtain proper licensing if they continue to coach Soccer. Coaches are encouraged to obtain at least a "D" License certificate. All Coaches who participate in USSSA Soccer must register with USSSA Soccer. Each Coach must file a USSSA Coaches Registration Form. USSSA Soccer will provide from time to time Coaches Training Clinics and USSF approved Licensing Clinics.

 

 

INSURANCE

Team Insurance for both Youth and Adult teams are available. Only USSSA registered teams may purchase this insurance. USSSA Soccer insurance covers both the play and practice of soccer participants. Coverage begins the day after postmark on the envelope containing your application and check. Accident Medical coverage is secondary to any other collectible insurance; primary if no other insurance is in force. There are no cancellation refunds. Tournament Insurance is available for all USSSA sanctioned Tournaments. Tournament Insurance covers: Players, coaches, Team Sponsors, Team Auxiliaries, Tournament Volunteers, and Tournament Sponsors. PLAYER PROFILE

All USSSA Soccer players will be asked to complete a USSSA Player Profile Form. This is a Soccer specific information sheet that will let USSSA Soccer know what your Soccer interests are and be used as a tool to inform interested Coaches on all levels information specific to each player as they progress through their Soccer careers. PLAYER CAMPS/CLINICS

USSSA Soccer offers state, regional, national and international Camps and Clinics, each of which offers players in each eligible age group to participate. The Camps and Clinics will be designed to provide high-level competition and training for participating players. Camps and Clinics will offer quality instruction from national and international coaching pools. The main priority will be to develop as a player and give players the opportunity to train and play with the best players in their age group. There is NO player registration involved with USSSA Soccer.

TEAM REGISTRATION

There is a one time Team Registration Fee of $40 annually.

TEAM ROSTER

There will be a maximum of (18) players per Team Roster (U-6 thru U-19) and a maximum of (22) players per Team Roster (Amateur/Senior).

REGISTRATION FORM

All Teams must submit a USSSA Team Registration Form for approval. Team Registration Forms must be filled out complete and sent to the USSSA National Office for approval. A sanctioned copy of the Team Registration Form will be approved and sent back to the sanctioning team. All Fees must be paid prior to approval.

USSSA TOURNAMENT SANCTION FEE

There is a one time Tournament Sanction Fee for all Tournaments. This fee is $75 per Tournament and fee must be paid to appropriate State Director/Regional Director prior to the Tournament Event. Contact your State/Regional Director for information.

 

 USSSA TOURNAMENT BID FEE

Tournament Bid Fees only apply to Championship play: Individual USSSA State Cup Tournaments; USSSA National Cup Tournaments and USSSA World Cup Tournaments. These Tournament Bid Fees are set annually. Please check with your appropriate State/Regional Director for Bid Fee information or contact the Chairman of USSSA Soccer for details.

USSSA TOURNAMENT ENTRY FEE

The Host will be responsible for setting and posting Team Entry Fees for their respective USSSA sanctioned tournaments for all Open Tournaments and State Cup Tournaments only. A USSSA Soccer Fee (set by USSSA Soccer annually) will be paid from each Team Entry Fee by the Host to USSSA Soccer for these Tournament events. USSSA will be responsible for setting and posting Team Entry Fees for all National Cup Tournaments and World Cup Tournaments. Check with your appropriate State/Regional Director for Entry Fee information. A USSSA Fee of $75 from each Team Entry Fee will be paid by the Host to USSSA National Headquarters for all National and World Cup Tournaments.

USSSA TOURNAMENT TROPHY PACKAGES

USSSA National and World Cup trophy packages are set by USSSA National Headquarters. All other trophy packages are set by the appropriate Tournament Host.

UNITED STATES SPECIALTY SPORTS ASSOCIATION (USSSA) OFFICIAL TOURNAMENT

RULES AND GUIDELINES FOR SOCCER

 

 

 

UNITED STATES SPECIALTY SPORTS ASSOCIATION (USSSA) IS PROUD TO ADOPT FIFA, THE FEDERATION INTERNATIONALE DE FOOTBALL ASSOCIATION LAWS OF THE GAME, WITH EXCEPTIONS, AS THE GOVERNING RULES OF THE GAME FOR ALL TOURNAMENT PLAY. ANY RULES PROVIDED WHICH ARE IN DIRECT CONFLICT WITH USSF RULES SHALL BE VOIDED AND THE APPROPRIATE USSF RULES WILL COVER THE SITUATION.

 

 

 

1. FIFA Laws of the Game – These rules will apply to all competitions except as otherwise provided herein.

2. Game Length – A regulation game for the following age groups will be:

U10 – Four 12 minute Quarters

U17 – Two 45 minute Halves

U15 – Two 40 minute Halves

U13 – Two 35 minute Halves

U11 – Four 12 minute Quarters

U18 – Two 45 minute Halves

U16 – Two 40 minute Halves

U14 - Two 35 minute Halves

U12 – Four 15 minute Quarters

U19-Two 45 minute Halves

Halftime will be five (5) minutes.

3. Tournament Bracket Scoring System – Each age/gender group game will be scored:

6 points for a Win 1 point for team goal (up to three maximum)

3 points for a Tie 1 point for a shutout

0 points for a Loss 10 maximum points per game

A match that finishes in a 0 to 0 tie in bracket play shall be scored as 4 points.

4. Scoring system policies for bracket standings and ties:

All ties stand except in the optional quarterfinal games, the optional semifinal games, and the championship games. A winner in the tied exception games will be decided through the play of the specified age group period and, if still tied, kicks from the penalty spot (FIFA application).

The following tiebreakers will be used to determine the winner of bracket play:

      1. Head to head competition.
      2. Mini-game winner.
      3. Kicks from the penalty spot.

Each team in a tiebreaker mini-game has the responsibility to know the time, place, and be ready to play at the scheduled time. The length of a mini-game will be in two 10 minute halves.

5. Forfeit game policies:

A team who forfeits any game will forfeit ALL games with a score of 0-3 against them. It will be ineligible for championship play although it may play all remaining scheduled bracket play.

A team forfeits a game when it: (1) Leaves the field of play without the referee’s permission; (2) Is not ready to play at the scheduled game time; (3) Does not wear an alternate jersey upon the referee’s request; (4) Does not meet the player participation rule for every tournament rostered player (see section 7); (5) Is disqualified due to unsportsmanlike conduct; or (6) Does not field the minimum number of field players.

 

The forfeiting coach, organization and team, who do not play all scheduled games, will suffer the following automatic penalties:

      1. The coach/team manager will be suspended for six months starting on the Monday after the Tournament. (USSSA sanctioned teams only)
      2. The Team will be suspended for one (1) month, thirty (30) days after the Tournament completion date.
      3. The winner of a forfeited game will receive six (6) points in the Tournament scoring system. If the application of this rule caused two or more teams to change ositions for first and/or second place in the final preliminary round robin bracket play standings, the tie breakers in section4, these rules, shall be applied to the affected teams to determine who qualifies for semifinals and/or championship games in the Tournament schedule.

 

6. Tournament Responsibilities of each Coach and their Team:

Team Rosters – Teams are to submit an approved printed roster for all sanctioned events two weeks prior to Tournament dates. Teams must check in at the Tournament Headquarters prior to play. Team player passes will be checked at this time if appropriate. Teams may bring up to three (3) guest players with maximum number of players on a roster at eighteen (18).

Tournament Entry Fees are due thirty (30) days prior to the Tournament. Tournament entries are only guaranteed after receipt of the entry fee. Reservations into USSSA events will be held up to thirty (30) days prior to the Tournament.

Team Insurance is required for all teams and teams are required to provide proof of team insurance. A copy of the team’s certificate of insurance must be provided at the team check-in or mailed or faxed to USSSA prior to check-in.

To comply with all published Tournament rules (see section 7).

To report game scores to the Tournament Headquarters within ½ hour of the game conclusion if they win or tie a game.

To wear an alternate jersey when it is the home team if color conflict should occur and the Game Referee requests a jersey change. The home team is listed first in the game schedule. T-shirts with taped or written numbers will be acceptable as the alternative jersey.

To remain in an area 10 yards either side of the midfield line regardless of the existence of a marked area during the play of a game.

To choose his/her team’s field side when they are the home team.

To furnish a game ball if requested and selected by the Referee. The correct ball sizes are #4 (U10-U12); and #5 (all others).

To be responsible for its players, parents, and spectators behavior including no allowance or toleration of foul and abusive language.

7. Player Participation rules and disciplinary policies:

Every U10 through U19 player except absent, ill, injured, disciplined, or suspended must play in at least one half of one Tournament game. It will be the coaches discretion to determine if that is a whole half or part of a half.

An injured or cautioned U10 through U12 player who is removed from a game will be considered to have played the entire quarter.

Teams outside of the hosting state must furnish an approved USSF travel permit if that team is not a USSSA sanctioned Team.

  

The disciplinary action for rule violations are:

The scoring of the game as a 3-0 loss for the violating team.

The automatic suspension of the violating coach for the next scheduled Tournament game. The coach must not either attend this game or be on the Tournament playing site.

Possible additional USSSA disciplinary action based on the Tournament Director’s report to USSSA. Maximum punishment would be one-year suspension.

The team coach must accomplish the following responsibilities to help administer this participation rule.

1. Report accepted category players to the USSSA Tournament Director at team registration when known and as soon as possible prior to other affected games.

2. Complete the USSSA distributed game cards for each Tournament game with player names and jersey numbers in numerical order (lowest to highest).

3. Turn the properly completed game card into the referee before the start of the game.

8. Substitution and game restart policies:

Division U10 through U19 substitutions are unlimited and may be made at the following times:

1. Prior to your teams throw in (Referee approval)

2. Any goal kick

3. After any goal

4. Player injury for any team

5. A yellow-carded player (mandatory substitution)

6. Half time

7. After Quarter

After the two-minute break at the end of the first and third periods, U10 through U12 games will be restarted in the second and fourth quarters at the stoppage point (throw in, goal kick, etc.). The quarter break will be taken at a natural stoppage within a one to two minute window of the scheduled minutes for a game quarter. Teams may leave the field during this break but the game will be resumed exactly two minutes after the stoppage of play.

A coach will not replace an ejected player from the game (Red Card). Any Red carded player must sit out the next Tournament game.

An ejected (Red Carded) coach must leave the game premises prior to the Referee restarting the game. He/She may be present at the next scheduled game but may not exercise their coaching responsibilities.

9. Protest policies:

A team or its representatives cannot protest any matter associated with either the Tournament or its games.

The Tournament Director has the authority to resolve a clearly substantiated violation of the Tournament rules or Laws of the Game, which is reported to the Director. The Director may take the following actions in resolving a valid violation.

1. Replay a game in its entirety.

2. To forfeit a game in which a team plays an unauthorized player.

3. To disqualify a Tournament team from further participation due to unsportsmanlike conduct.

4. To disqualify individual team members, coach, or team manager from further or selected Tournament participation due to unsportsmanlike conduct.

By definition, unsportsmanlike acts are not in accordance with the rules of fair play or reasonable personal conduct. Such acts include, but are not limited to, starting or participating in an individual team fight or team brawl; damaging, destroying, or stealing another team’s property; harassing, taunting, physically abusing or verbally abusing Referees, Tournament Officials, opposing players, other team managers, and other team coaches.

10. Game Conduct and Uniform policies:

The USSSA policy regarding the use of directed or non directed foul play or abusive language on the field of play will be enforced by the game Referee.

All participating players must meet the following uniform standards in order to play in a Tournament game:

1. All players must wear the same uniform including shirts, shorts, and socks except the goalkeeper. Some minor exceptions can apply to alternate jerseys. Any hardships rule must be requested in writing and approved by the Tournament Director prior to the first game.

2. All players must wear commercially manufactured shin guards under their pulled up socks.

3. Shirts must be tucked in.

4. Warm ups will be allowed under the shorts in adverse weather conditions or on fields of play rendering them necessary.

5. Sliding or Bicycle shorts may be worn under shorts if they are the same color as the predominant color of the team shorts and not extended farther than the top of the knee.

6. The game Referee will determine if a player’s uniform complies with this uniform standard.

7. A player, who does not play due to non- compliance with this uniform standard, is not an exception to the player participation requirement.

11. Other Tournament policies:

The Tournament Director has the sole discretion and authority to deal with any matter, which is not covered, in these rules.

Tournament Directors will use a standardized playing format for all age/gender groups unless the number of entered teams in a specific age/gender group requires a different format. The playing format shall not include cross bracket games in an age division, except semifinal games.

The game Referee will report all game ejections to the Tournament Headquarters on their turned in game card.

The consumption of alcoholic beverages will not be allowed on or near the playing fields. No exceptions.

The game Referee may suspend a game due to adverse weather conditions or to protect players when play or crowd becomes uncontrollable. If after suspending play, the situation does not improve within a reasonable time period, the Referee shall report the suspended nature of the game to the Scorer’s Table and turn in their game report. Referees will not terminate any games since the Tournament Director reserves the right to invoke a mini-game format on the final Tournament day to reach an outcome in a suspended game necessary to determine a proper bracket or round robin finish. The Tournament Director will decide if a game is to be terminated, if the Referee suspended it due to weather and/or safety considerations. If it cannot be restarted within sixty (60) minutes from the stoppage time, the following termination policies shall apply to the game.

1. If one half (1/2) of the match has been completed prior to the stoppage, the score at the time of the stoppage shall stand. The game will not be replayed in the Tournament.

2. If less than one half (1/2) of the match has been completed at the time of the stoppage, the match will be replayed in its entirety on either the same day or the next available playing date.

3. A second stoppage of play due to weather conditions shall result in the termination of the game on that date. The two (2) preceding policies then will be applied to this game.

12. Pets: No pets shall be allowed on or near the Tournament premises. No exceptions.

13. No tobacco products or alcoholic beverage allowed in park.

14. Refunds:

1. Full refund if no games are begun.

2. No Refunds once first game begins.

3. Rain Out and Rescheduling information will be available via designated information numbers provided by Tournament Officials.

15. Gate Admissions:

Some USSSA events will have an admission charge for all persons age 6 or over. Children ages 5 or younger and players/coaches will always be admitted free. Gate fees will vary depending on events.

16. Coaches Passes:

Each team will receive Three (3) coaches’ passes in your tournament packet. All packets will have been thoroughly double-checked. Coaches who lose, forget or misplace their passes will be required to pay a non-refundable gate admission. Individuals who abuse or misuse these passes shall forfeit their passes for the duration of the Tournament.

17. Facility clean up:

USSSA facilities will be without question some of the finest, most well maintained youth sports facilities available. Teams are expected to pick up trash and debris in and on the field of play and surrounding areas before departure from all games. Your assistance in keeping these facilities in pristine shape would be greatly appreciated. USSSA believes that the respect of a facility is something that coaches, parents and fans can, by example, teach young players, along with learning, how to play the game we love.

 

 

 

"SAFETY FIRST"

STEPS TO FOLLOW IF AN INJURY OCCURS

 

 

 

1. Assess the severity of the injury to the player.

2. Remind the injured player to remain calm and lie still.

3. Send someone to the USSSA SportsCare location and ask for the athletic trainer or EMT on duty. Or find a field Marshall on site and ask them to contact the athletic trainer or EMT.

4. If you go to the USSSA SportsCare location and no one is there, go to the Referee tent and inform the person there of the details pertaining to the injury (what field, how serious is the injury, etc.). The person in the Referee tent will immediately radio the athletic trainer or EMT, and they will respond to the injury as soon as possible.

5. If the injury requires the player being sent to the hospital, the athletic trainer or EMT on site will recommend to the player his/her parent(s) that they go to the Emergency Room. The athletic trainer or EMT will also contact a hospital representative, who will meet the player and his/her parent(s) at the Emergency Room.

6. If the athletic trainer or EMT is treating someone when another injury occurs, he or she will make a decision as to which injury is more serious and treat that injury first.

7. All injuries, no matter how slight or severe, can be treated by the athletic trainer or EMT on site or they can refer him or her to a physician in order to set up an appointment.

YOUTH SOCCER PROGRAM

PLAYING RULES

USSSA YOUTH SOCCER PROGRAM OFFICIAL LAWS – UNDER SIX

LAW I – THE FIELD

A. Dimensions:

The field of play shall be rectangular, its length being not more than 30 yards nor less than 20 yards and its width not more than 20 yards nor less than 15 yards.

The length in all cases shall exceed the width.

USSSA Youth Soccer recommendation:

Length: 25 yards Width: 20 yards

B. Markings:

1. Distinctive lines not more than five (5) inches wide.

2. A halfway line shall be marked out across the field.

3. A center circle with a three (3) yard radius.

4. Four corner arcs with a two (2) foot radius.

5. Goal area: none.

C. Goals:

The size of the goals 4x6.

LAW II – THE BALL: Size three (3)

LAW III – NUMBER OF PLAYERS:

A. Maximum number of players on the field at any one time: Three (3)

B. Maximum number of players on the roster should not exceed: six (6)

C. Substitutions:

1. Injuries.

2. See Law VII.

D. Playing Time: Each player shall play a minimum of 50% of the total playing time.

E. Teams and games may be co-ed.

 

 LAW IV – PLAYERS EQUIPMENT: Conform to FIFA with the following exceptions:

A. Footwear: Tennis shoe or soft-cleated soccer shoe.

B. Shin-guards: MANDATORY.

LAW V – REFEREE:

A. Associate referee.

B. Parent/Coach or Assistant.

C. All rule infractions shall be briefly explained to the offendingplayer.

LAW VI – LINESMAN: Use program linesmen.

LAW VII – DURATION OF THE GAME:

A. The game shall be divided into four (4) equal eight (8) minute quarters.

B. There shall be a two (2) minute break between quarter one (1) and quarter two (2), and another two minute break between quarters three (3) and four (4).

C. There shall be a half-time break of five (5) minutes between quarters two (2) and three (3).

USSSA Youth Soccer recommends that Parent/Coaches substitute between quarters to ensure that all players present, play a minimum of 50% of the game.

LAW VIII – START OF PLAY: Conform to FIFA with the following exception:

A. Opponents must be three (3) yards from the center mark while kick-offs are in progress.

LAW IX – BALL IN AND OUT OF PLAY: Conform to FIFA.

LAW X – METHOD OF SCORING: Conform to FIFA.

LAW XI – OFF SIDES: There shall be no offsides.

LAW XII – FOULS AND MISCONDUCT:

A. All fouls shall result in an indirect free kick with the opponents three (3) yards away.

B. The Coach/Parent must explain ALL infractions to the offending player.

LAW XIII – FREE KICKS: Conform to FIFA with the following exceptions:

A. Shall be classified under one heading INDIRECT.

B. A goal may not be scored until the ball has been played or touched by a second player of either team.

LAW XIV – PENALTY KICK: No penalty kicks are to be taken during these games.

LAW XV – THROW-IN: Conform to FIFA with the following exception:

A. A second throw-in must be allowed if the player commits a foul on the initial attempt. The parent/Coach/Referee shall explain the proper method before allowing the player to re-throw.

USSSA YOUTH SOCCER PROGRAM OFFICIAL LAWS – UNDER EIGHT

LAW I – THE FIELD

A. Dimensions:

The field of play shall be rectangular, its length being not more than 50 yards nor less than 40 yards and its width not more than 30 yards nor less than 20 yards.

The length in all cases shall exceed the width.

USSSA Youth Soccer recommendation:

Length: 50 yards Width: 30 yards

B. Markings:

1. Distinctive lines not more than five (5) inches wide.

2. A halfway line shall be marked out across the field.

3. A center circle with a five (5) yard radius.

4. Four corner arcs with a two (2) foot radius.

5. Goal area: three (3) yards from each goal post and three (3) yards into the field of play joined by a line drawn parallel with the goal line.

C. Goals:

The size of the goals 6’ x 12’.

LAW II – THE BALL: Size three (3)

LAW III – NUMBER OF PLAYERS:

A. Maximum number of players on the field at any one time: Four (4). No goalkeeper.

B. Maximum number of players on the roster should not exceed: ten (10).

C. Substitutions:

1. Injuries.

2. See Law VII.

D. Playing Time: Each player shall play a minimum of 50% of the total playing time.

E. Teams and games may be co-ed.

LAW IV – PLAYERS EQUIPMENT: Conform to FIFA with the following exceptions:

A. Footwear: Tennis shoe or soft-cleated soccer shoe.

B. Shin-guards: MANDATORY.

LAW V – REFEREE:

A. Registered or Associate referee.

B. Parent/Coach or Assistant.

C. All rule infractions shall be briefly explained to the offending player.

LAW VII – DURATION OF THE GAME:

A. The game shall be divided into four (4) equal twelve (12) minute quarters.

B. There shall be a two (2) minute break between quarter one (1) and quarter two (2), and another two minute break between quarters three (3) and four (4).

C. There shall be a half-time break of five (5) minutes between quarters two (2) and three (3).

USSSA Youth Soccer recommends that Parent/Coaches substitute between quarters to ensure that all players present, play a minimum of 50% of the game.

LAW VIII – START OF PLAY: Conform to FIFA with the following exception:

A. Opponents must be six (6) yards from the center mark while kick-offs are in progress.

LAW IX – BALL IN AND OUT OF PLAY: Conform to FIFA.

LAW X – METHOD OF SCORING: Conform to FIFA.

LAW XI – OFF SIDES: There shall be no offsides.

LAW XII – FOULS AND MISCONDUCT:

Conform to FIFA.

A. All fouls shall result in an indirect free kick with the opponents six (6) yards away.

B. The Coach/Parent must explain ALL infractions to the offending player.

LAW XIII – FREE KICKS: Conform to FIFA with the following exceptions:

A. Shall be classified under one heading INDIRECT.

B. A goal may not be scored until the ball has been played or touched by a second player of either team.

C. No kicks shall be taken by the attacking team within the defending Team’s goal box.

LAW XIV – PENALTY KICK: No penalty kicks are to be taken during these games.

LAW XV – THROW-IN: Conform to FIFA with the following exception:

A. A second throw-in must be allowed if the player commits a foul on the initial attempt. The parent/Coach/Referee shall explain the proper method before allowing the player to re-throw.

USSSA Youth Teaching Philosophy

Under Eight Teaching Program: Encourage movement through soccer related children’s games (e.g., laying tag passing with a soccer ball). A player’s first soccer experience should be positive. Having FUN should be emphasized. Competitive pressure should be discouraged.

Training Program: Two 45-minute practice sessions per week. Two games per week with one of the games following a practice session, 4v4 on a small field.

Teaching emphasis: To increase feeling and experience of movement and to challenge eagerness for learning. The use of small-sided games is recommended (1v1, 2v2, etc.) in introducing basic soccer techniques. The emphasis will now change to more enjoyment through better play.

U-10 YOUTH SOCCER 8V8 PROGRAM:

National By-Laws

 

 

ARTICLE I – ORGANIZATION

"USSSA Soccer" shall be a sports division of The United States Specialty Sports Association. USSSA is a Member of the United States Soccer Federation and shall be governed by the United States Soccer Federation By-Laws and the Constitution of the United States Specialty Sports Association, By-Laws of USSSA Soccer, the USSSA Soccer Handbook, Directives and Policies as issued from the Association’s National Headquarters.

 

ARTICLE II – PURPOSE

Sec. 1. This Association shall be for youth and amateur players to compete as a team under an adopted set of administrative rules and playing guidelines.

Sec. 2 . The purposes of USSSA Soccer are:

a. to provide for the continuing development of soccer players, coaches, referees, and administrators; the Association will provide an equal opportunity to athletes, coaches, trainers, managers, administrators, and officials to age, sex, or national origin.

b.  to promote soccer in the United States, including national and international tournaments and games, programs, camps and clinics.

c. to provide for state, regional, national, and world cup competitions for youth and amateur players.

ARTICLE III – FIFA LAWS OF THE GAME APPLY

The "Laws of the Game" as authorized by FIFA apply to soccer games.

 

ARTICLE IV – SEASON AND FISCAL YEAR

The season and fiscal year of USSSA Soccer begins on August 1 of one calendar year and ends on July 31 of the following calendar year.

 

ARTICLE V – DEFINITIONS

The following definitions apply to these By-laws:

          1. "Athlete" has the meaning given the term under the Amateur Sports Act, with respect to an individual playing soccer.
          2. "Association" means the United States Specialty Sports Association.
          3. "Board of Directors" means the Board of Directors established under the Association By-laws.
          4. "Organization" means an organization of one or more soccer teams usually playing within a geographic area.
          5. "FIFA" means the Federation Internationale de Football Association of which USSF is the national association member for the United States.
          6. "USSF" means the United States Soccer Federation, the governing body of soccer in the United States in which USSSA is a Member.
          7. "League" means an organization that conducts competition among soccer teams.
          8. "Regional Director" means the Regional Administrator for USSSA Soccer. There are four Regions within the United States.
          9. "State Director" means the State Administrator for USSSA Soccer for an individual state. The State Director reports to the Regional Director that oversees their state.
          10. "Amateur Player" means an individual who has reached 20 years of age prior to August 1 immediately before the start of any seasonal year.
          11. "Youth Player" means an individual who has not reached 19 years of age prior to August 1 immediately before the start of any seasonal year. A player who reaches 19 years of age during a seasonal year is allowed to complete that seasonal year. A player who reaches 19 years of age during August of one seasonal year shall be allowed to complete all of the next seasonal year.

 

ARTICLE VI – ELIGIBILITY

The Membership of USSSA Soccer is open to all sports organizations and all soccer organizations, players, coaches, managers, administrators and officials who form soccer teams.

Section 1. A team(s) desiring to become a Member of USSSA Soccer must submit a USSSA Soccer Team Registration form. The Team applicant must specify the Division of play they are registering under and the Age and Gender Group they are applying for. The Team applicant shall include a Team Roster or write the players name, address and date of birth on the Registration form. If an organization is applying, each team in that organization must complete a USSSA Soccer Team Registration form with the appropriate information.

Section 2. Each USSSA Soccer Team Registration form shall be referred to the USSSA National Soccer Chairman and/or appropriate USSSA Soccer State Director or Regional Director for processing and approval. On approval, a USSSA Soccer Team Identification Number will be assigned to ALL teams.

Section 3. No team shall be allowed to compete in USSSA sanctioned leagues or tournaments without paying their National Team Registration fees to the Association.

Section 4. Each USSSA Soccer Team must comply with the By-laws, policies, and requirements of the Association, to the extent applicable to their Membership classification.

Section 5. All organizations and/or leagues have exclusive jurisdiction over its own youth and amateur soccer programs and activities. However, any such organization conducting Tournaments under USSSA Soccer must comply with all USSSA Tournament rules, policies and requirements and must first obtain a Tournament sanction from the Association.

Section 6. A youth soccer team must be composed of not more than eighteen eligible players. An amateur soccer team must be composed of not more than twenty-two eligible players.

Section 7. The cut-off date for adding players to a team roster shall be in accordance with rules set forth in these By-laws.

Section 8. All teams that wish to compete in out-of-state tournaments sanctioned by USSSA must obtain an official USSSA Soccer team registration form and USSSA Team Identification Number. The appropriate State Soccer Director, Regional Soccer Director or National Soccer Chairman must approve the team registration form and USSSA Identification Number. The form and ID number must be shown to the Tournament Director before a team competes in the out-of-state tournament. The registration form and ID number will be good for the entire current season as long as the team is in good standing with USSSA.

The team registration form will consist of three copies:

Original (white copy), which is retained by the Team coach/manager. This copy should be presented to the Tournament Director. Duplicate (yellow copy) to be forwarded to the USSSA National Chairman of Soccer. And duplicate (blue copy) to be retained by the originator. State, Regional or National Directors who issue

Team ID numbers shall be responsible for collection and payment of Team Registration fees. The registration of teams is the responsibility of the state or region in which the team first participates.

A Tournament Director shall not accept an out-of-state team without a team registration number, unless:

      1. They contact the team’s State or Regional Director to establish proper team classification.
      2. Collects the proper team registration fee if the team cannot show proof of prior registration. A team registration form should then be filled out complete.
      3. Issues a proper team ID number showing the proper team classification.
      4. Submits the proper paperwork and fees to the Association’s National Chairman with copies of the paperwork sent to the team’s State Director and/or Regional Director.

Tournament Directors in violation of this rule shall be subject to sanction by the Association and the Tournament, which violated this rule, may not be considered sanctioned by the Association and the awarding of any advancement berth may not be honored.

Section 9. A State Director and/or Regional Director has the authority to re-classify any team during the current season except when a team has been reclassified by the Constitution or By-laws.

Section 10. Male team rosters shall include only male players and female team rosters shall include only female players.

ARTICLE VII – INDIVIDUAL PLAYER ELIGIBILITY

Section 1. A player is eligible to compete in the USSSA program as long as they abide by the USSSA Constitution, By-laws, and Playing Rules, when listed as a member of an eligible team.

Section 2. A player shall not compete in any sanctioned tournament of the Association with more than one team during the same tournament.

Section 3. A Tournament Director may not manage, coach, participate as a player, or referee in any Tournament in which they serve as a Tournament director.

Section 4. When a team qualifies for a USSSA State, National or World Cup Tournament, the team roster will be frozen whether a team accepts the berth or not. The team roster becomes frozen immediately at the qualifying event. Players will be bound to this qualified team up to and including the team’s respective USSSA State, National, or World Cup Tournament. A team may decline a USSSA National or World Cup berth that is passed down. The team manager/coach shall be allowed to add only three (3) players to the qualified team’s roster. The three added players might be added as late as three (3) days prior to the start of the USSSA State, National, or World Cup Tournament. No player may be added to a roster within three days of any championship tournament. Such additional players can only be added to rosters that have openings to allow for such add-ons. A team manager/coach may release up to three players from their team’s qualified frozen roster. A team manager/coach cannot replace a released player with an add-on.

All roster additions must be approved by the State, Regional or National Director. The respective National Chairman of Soccer and/or the appropriate Assistant Executive Director must approve any exceptions to Article VII, Section 4 above.

Section 5. Any player who either plays or is under contract to play professional soccer will not be allowed to participate in the USSSA program as a player.

Section 6. A player who is in violation of the Association’s Constitution, By-laws, and/or official playing rules and regulations shall be considered an ineligible player.

Section 7. Anytime during a Tournament or after, if the Tournament Director discovers an ineligible player, the Director has the authority to apply penalties as described in the USSSA Constitution, By-laws and Handbook.

ARTICLE VIII – GENERAL AUTORITY AND RESPONSIBILITIES

The National Chairman of USSSA Soccer is the overall administrator for the USSSA Soccer program and oversees the USSSA National Soccer Committee which is comprised of the following:

          1. National Soccer Chairman
          2. National Director of Coaching
          3. National Referee Director
          4. National Tournament Director
          5. International Director of Soccer
          6. Region I, II, III, and IV Directors
          7. Assigned Board of Directors of the

Association

Regional Soccer Directors manage the geographic states assigned to their Region. All State Soccer Directors report to their appropriate Regional Soccer Director.

National Coaching Director of Soccer manages the National Camps, Clinics and Team development programs hosted throughout the country. The National Coaching Director of Soccer reports to the National Chairman of USSSA Soccer.

National Referee Director of Soccer manages and serves as National assigner for all Referees participating in USSSA Soccer Programs and/or Tournaments. The National Referee Director of Soccer reports to the National Chairman of USSSA Soccer.

National Tournament Director of Soccer manages and oversees all USSSA Soccer Tournaments held throughout the country. The National Tournament Director of Soccer reports to the National Chairman of USSSA Soccer.

International Director of Soccer manages the International Soccer programs as well as International Soccer Tournaments throughout the country. The International Director of Soccer reports to the National Chairman of USSSA Soccer.

State Directors of Soccer manage and oversees all USSSA Soccer teams and programs within a specific state. State Directors of Soccer report to the Regional Director of Soccer that manages their geographic state.

 

 

Section 1. The National Chairman of Soccer shall appoint, subject to approval of the Board of Directors the members of the following standing committees:

          1. Budget Committee
          2. Coaching Committee
          3. Database Marketing Committee
          4. International Competition Committee
          5. National Competition Committee
          6. National Player Development Committee
          7. Research Committee
          8. Referee Committee
          9. Rules Committee
          10. Special Events Committee

 

ARTICLE IX – OFFICIAL PLAYING RULES

Section 1. All teams competing in USSSA Tournament programs must abide by the USSSA Constitution, By-laws, Playing Rules, and USSSA Official Tournament Rules and Guidelines approved by the Association.

Section 2. All USSSA Youth Soccer Programs may use the USSSA Soccer Playing Rules as their format to establish their specific soccer program within their organization.

Section 3. FIFA laws of the Game apply to all competition matches.

Section 4. When the uniforms of two competing teams are similar, as determined by the referee, the home team shall change its uniform. Each player on a team must wear a number different from the numbers of the other players on the same team.

Section 5. The Referee will keep the official time of the match. The home team of the match shall provide the ball for the match.

Section 6. The Association will assign all match officials, and determine the amount of compensation for them, for all matches.

Section 7. In addition to red and yellow cards the referee may issue to players and substitutes at a match, the referee may also eject and caution coaches and other team officials related to the play of a match. Each card, ejection, and caution of players, substitutes, coaches, and other team officials shall be written up in the referee’s game report. Each ejection and caution to a coach or other team officials shall be deemed to be a red card or yellow card, respectively, for purposes of this policy.

 

Section 8. If any individual is issued a red card, including a red card as the result of being issued two yellow cards in the same match, the individual shall be suspended for at least one competition match and each multiple of three yellow cards in competition in one year (excluding two yellow cards received in the same match resulting in a red card), the individual shall be suspended for at least one match. A suspension shall be served by the individual at the next match or matches of the team of the individual. If the individual has no remaining matches during the year, the suspension shall be served at the following year’s competition’s matches first played.

Section 9. Protests and general discipline shall follow the Official USSSA Tournament Rules and Guidelines for Soccer.

Section 10. There shall be the following competitive Divisions for all classes and age groups:

  1. Gold Division
  2. Silver Division
  3. Bronze Division

 

ARTICLE X – REGULATION FOR TOURNAMENTS

Section 1. The State and/or Regional Director shall conduct all Tournaments within their defined State or Region or ensure that proper administration is being effected at all times.

Section 2. No team will be allowed to compete in any State, National or World Tournament unless they are registered with the Association.

Section 3. Amounts to be charged as entry fees for Open Tournaments shall be left up to the discretion of the respective State or Regional Director.

Section 4. All State champions shall automatically qualify themselves for next year’s State Tournament provided they register with the Association.

Section 5. No tournament shall be considered as sanctioned by the Association if all applicable fees and registrations are not promptly paid to the Association.

Section 6. Only USSSA approved Soccer balls can be used in State, National and World Tournaments.

Section 7. The USSSA National Soccer Committee shall decide each year what Tournaments are to be classified as State, National, or World Cup Tournaments. This committee shall approve all dates for such tournaments to be held.

Section 8. All playing fields used in State, National and World Cup Tournaments must meet the specifications as outlined in the Official USSSA Soccer Rule Book.

 

Section 9. USSSA licensed soccer balls displaying the USSSA approval or USSSA logo must be used in State, National, or World Cup Tournaments.

Approval of soccer balls to be used in the USSSA programs must be made by executing an Official Licensing and royalty Agreement, prepared by the Association’s General Counsel, and signed by the Association’s Executive Director.

Section 10. State, National, and World Cup Tournament play shall be under the jurisdiction of the USSSA National Soccer Chairman. A Tournament Director shall supervise the events and be responsible for insuring that the tournament is run according to all rules, procedures, and terms of any written contract and to insure that the event is run according to all rules and regulations of the Association. The Tournament Director shall report directly to the USSSA National Soccer Chairman and/or Assistant Executive Director.

Section 11. Amounts to be charged as team entry fees for National or World Cup Tournaments will be decided upon by Association’s Board of Directors.

Section 12. Applicable State and/or Regional Directors must approve all entry forms and team rosters of teams entering National or World Cup Tournaments. Each entry form is only complete when the entry fee is attached.

Section 13. Players, coaches and managers participating in USSSA National and World Cup Tournaments cannot be charged any additional fees to gain admission to said playing site. Coaches and managers are limited to three (3) passes. Players, coaches and managers participating in selected National Cup Tournaments may be charged admission fees with the joint permission of the respective National Chairman of Soccer and Assistant Executive Director.

ARTICLE XI – REGULATIONS FOR STAGING CAMPS AND CLINICS

Section 1. The National Director of Coaching shall be responsible for ensuring schools, camps and clinics are provided to meet the needs of players and teams by offering State, Regional, National and International camps, each of which offers players and teams in each eligible age group to participate. Camps will be designed to provide high-level training and competition for participating individuals or groups. Camps will offer quality instruction from national and international coaching pools. Main priorities will be to develop players and to give players the opportunity to train and play with the best players in one’s age group.

Section 2. Player and Team camp fees will vary and will be set by the National Director of Coaching with the approval of the National Soccer Committee and the Board of Directors of the Association.

 

ARTICLE XII – REFEREES/OFFICIALS

Section 1. The National Referee Director of USSSA Soccer shall serve as the Chairman of the Playing Rules Committee for Soccer and the Playing Rules interpreter of the USSSA Soccer program.

Section 2. The Official USSSA Playing Rules Committee for Soccer shall consist of the National Referee Director, Regional Referee Directors, a recording secretary and the National Chairman of Soccer.

Each member of the Soccer Playing Rules Committee shall be reimbursed for the cost of his or her round trip travel fare from his or her home to the site of the Annual Soccer National Meeting. Each Playing Rules Committee member shall also be reimbursed for his or her lodging expenses during the dates of the National Meeting. Such reimbursement does not include any meal expenses.

Section 3. It shall be the responsibility of the Playing Rules Committee to make recommendations for changes in the playing rules of Soccer. All changes in playing rules must have the approval of the USSSA National Soccer Committee and the Associations Board of Directors.

Section 4. The "FIFA" Rule Book shall be used in all games played under the jurisdiction and administration of the Association. Referees will be United States Soccer Federation (USSF) approved Referees.

Section 5. Any specific ground rules believed necessary shall be prepared in written form and made available to all participants, i.e., referees, teams, scorekeepers, sports writers, announcers and other persons who are a part of the tournament management. These adopted rules will be considered in the same manner as the Rule Book rules.

Section 6. Protests will be accepted and decided only in the manner described in the appropriate section of playing rules.

Section 7. USSSA Soccer adopts a Code of Ethics for Referees:

          1. maintain the utmost respect for the game of soccer.
          2. Conduct themselves honorably at all times and maintain the dignity of the position.
          3. Honor all assignments or any other contractual obligation.
          4. Attend training meetings and clinics so as to know the Laws of the Game, their proper interpretation and their application.
          5. Always strive to achieve maximum teamwork with fellow officials.
          6. Be loyal to fellow officials and never knowingly promote criticism of them.
          7. Keep in good physical condition.
          8. Control players effectively by being courteous and considerate without sacrificing fairness.
          9. Assist fellow officials to better themselves and their work.
          10. Statements should only be made to clarify an interpretation of the Laws of the Game.
          11. Will not discriminate against nor take undue advantage of any individual group on the basis of race, color, religion, sex or national origin.
          12. Consider it a privilege to be a part of the United States Specialty Sports Association and USSF and your actions will reflect credit upon that organization and its affiliates.

 

 

ARTICLE XIV – COACHING

Section 1. The National Director of Coaching shall be responsible for ensuring schools; camps and clinics are provided to meet the needs of coaches within all Regions of the country by the joint appointment of a single Regional Director of Coaching. Should any Region have both a male and female Directors of Coaching, they shall work together.

The Regional Directors of Coaching shall be a National License Coach upon appointment by the National Director of Coaching. The Regional Directors of Coaching are responsible for disseminating the most current coaching methods and techniques to State Directors. The Regional Directors will be responsible for assisting states in the development and implementation of state level license courses and for providing various levels of licensing courses upon request to areas whose coaching needs have not otherwise been met by national schools or other affiliate USSF members.

Section 2. All Soccer Coaches are encouraged to obtain an approved Coaching License.

 

 

ARTICLE XV - FEES

Section 1. A team wanting to become a member of USSSA Soccer must submit a written USSSA Soccer Registration form. The applicant shall specify the Division of play; age and gender group and give specific player and coach information required on the Registration form. The team will notify the Association if they are a member of a soccer organization, club, or an affiliated USSF member on the Registration form.

Section 2. Each team shall pay to the Association annual fees recommended by the USSSA National Soccer Committee and approved by the Board of Directors of the Association. These fees are annual membership fees on a Team basis only. There will be no individual player registration or membership fee.

Section 3. The Board of Directors shall establish deadlines for the payment of fees.

Section 4. Tournament Sanction fees, Tournament Bid fees and Tournament Entry fees will be set by the USSSA National Soccer Committee for all USSSA National and World Cup Tournaments. The Associations Board of Directors will approve all such fees. An annual Tournament Sanction fee will be set by the USSSA National Soccer Committee for all Tournament play and shall be approved by the Associations Board of Directors.

ARTICLE XVI – LIFE MEMBERS

Section 1. A member of the USSSA National Soccer Committee may nominate an individual to be a Life Member of the Association. The nomination must be submitted in writing to the Executive Director at least 120 days before the National Convention at which the nomination is to be considered. The Nomination shall be included in the meeting notice sent out by the Executive Director and must be approved by a majority of the USSSA National Soccer Committee and the Associations Board of Directors.

Section 2. A Life Member only has voting rights as provided at National Conventions and has no other voting or representational rights related to the activities and programs of the Association.

 

 INSURANCE

 

TEAM INSURANCE

Team insurance for both Youth and Amateur teams are available. Only USSSA registered soccer teams may purchase this insurance. USSSA insurance covers the play and practice of soccer participants. Coverage begins the day after postmark on the envelope containing your application and check. Accident Medical coverage is secondary to any other collectible insurance; primary if no other insurance is in force. There are no cancellation refunds.

 

 

TOURNAMENT INSURANCE

Tournament insurance is available for all USSS sanctioned tournaments. Tournament insurance covers: players, coaches, team sponsors, team auxiliaries, tournament volunteers, and tournament sponsors. Liability coverage is also provided for the field/facility owner(s), if requested.
