USSSA – Slow Pitch Umpire Test

2004 Answer Sheet

 

Listed below are the answers to the Slow Pitch Umpire Test.  Please remember there may be additional areas in the rulebook than those noted below that pertain to each situation. 

 

 

  1. b)  Double Play.  Rule 8 Sec 2-2.  Rule 8 Sec 12-L Effect Sec 12-L.  Rule 9 Sec 2-K.

 

2.      d)  Base runner is safe as he needed to be tagged at the plate.  Rule 7 Sec 2-J Effect, 2-I-J.

  1. b)  Legal move.  The correct assumes the count of 2 balls and 1 strike.  Rule 7 Sec 1-E-2.

 

  1. b)  Dead ball.  Runner awarded 3rd.  Batter awarded 2nd.  No run.  Rule 8 Sec 7-F Effect Sec 7-F-1. 

 

  1. c)  No.  This is not the way the manufacturer produced the glove and in the umpire’s judgment the pitcher is only using it to distract the batter and is considered to be unsportsmanlike conduct.  Rule 10 Sec 9-B.  Rule 10 Sec 1.  (Note:  National Umpire-In-Chief interpretation – If the pitcher refuses to change gloves or brings the glove out again, he shall be promptly ejected from the game.  Refer to Rule 5 Sec 9-E-1 Effect Sec 9 C-F.) 

 

  1. c)  2 runs score.  Both runners are awarded home.  Batter out on infield fly.  Rule 8 Sec 6-H Effect 6-H-1.

 

  1. b)  No.  Only one offensive conference allowed per inning.  Rule 5 Sec 8.

 

  1. c)  2 outs.  Runner remains on 1st.  Batter out for entering dead ball territory.  Rule 8 Sec 4-G-H Effect Sec 4-G-H, Rule 9 Sec 3-X.

 

  1. c)  Unfairly delivered pitch.  Rule 6 Sec 1.  Rule 6 Sec 9-A Effect Sec 9 A-E and Note 9 A-E.

 

  1. c)  Remove the glove.  Nullify the out.  Award the batter and runners one base.  Rule 8 Sec 7-C Effect Sec 7-C.

 

  1. a)  No interference.  Runner is out.  Rule 8 Sec 6-A.  Rule 9 Sec 2-D.

 

12.    b)  If the pitcher had a reasonable chance of catching the ball, the ball remains alive and all base runners are in jeopardy.  Rule 9 Sec 2-K.

 

  1. c)  Remove the lead pipe from the game because it is not a USSSA approved warm-up device.  Rule 2 Sec 2-B.

 

  1. d)  Runner is out for coach assisting runner.  Rule 8 Sec 5-K.

 

  1. b)  Remove the pitcher from the pitching position for the remainder of the game.  Rule 6 Sec 5-C Effect Sec 5 A-C.

 

  1. c)  Make him pitch to the first batter of the inning until his turn at bat is completed.  Rule 5 Sec 3-D.

 

  1. a)  Point toward fair territory.  Say nothing.  Rule 10 Sec 10-1.  (Note:  If the ball hits any part of the chalk line, it is fair.)

 

  1. c)  2 runs.  Batter and all runners are awarded two bases from the time of the throw.  Rule 8 Effect Sec 7-F.

 

  1. c)  Batter is out.  All runners are awarded one base.  Rule 8 Sec 7-A-1.

 

  1. c)  1.20.  Rule 2 Sec 2-D.

 

21.    d)  Declared “out” each subsequent time that position in the lineup is due to bat the batter shall automatically be declared out.  The player shall remain in the game for defensive purposes only.  This applies to any substitute in that batting position.  Rule 4 Sec 8-E. 

 

  1. a)  Offensive, spectator and umpire.  See Rule 3 – Definition of Interference.

 

  1. c)  2 base award.  Rule 8 Sec 7-B.

 

  1. c)  Obstruction.  Batter awarded 1st.  Warn the pitcher not to repeat this action.  Rule 8 Sec 3-C.  Also see Rule 3 – Definition of Obstruction.

 

  1. b) 65 feet.  Rule 1 Sec 3-1.

 

  1. a) All programs.  Rule 4 Sec 3-F.

 

  1. b)  Batter-Base Runner is declared out and ball remains live. Rule 8 Sec 4-G Effect Sec 4-G-H. Rule 9 Sec 3-W.

 

  1. a) Legal Play.  Rule 2 Sec 8.

 

  1. c) Ball is dead, no pitch, as a player does not have to ask for “time” as long as the pitcher has not started his motion.  Rule 7 Sec 3-F.

 

30.    a) The player who owns the bat is ejected from the park and suspended for a minimum of one year with no appeal.  Rule 2 Sec 2-E-a-i-ii-F, Rule 7 Sec 2-B.
